The U.S. Embassy in Santiago, through its Public Diplomacy Section (PDS) at the U.S. Department of State, is offering competitive grant funding under its FY2025 Public Diplomacy Grants Program. This opportunity is published as an Annual Program Statement (APS), which means it lays out the embassy's overall funding priorities in Chile, the kinds of projects they want to support, and the rules for applying. The central goal is to fund well-designed programs that strengthen U.S.-Chile ties and include a clear U.S. element that helps Chilean audiences better understand the United States, including U.S. perspectives and policy. The U.S. component can take different forms, such as participation by U.S. experts or organizations, use of U.S. technology or methods, or partnerships with U.S. institutions in the relevant field.
Projects must connect to one or more of four priority objectives. First, proposals can focus on bolstering resilience against disinformation by helping Chilean audiences (including journalists and students) build practical skills related to media literacy, free expression, and informed decision-making. Second, the embassy is looking for programs that foster mutual economic prosperity by supporting more stable and sustainable social and economic conditions, with an emphasis on expanding opportunity for under-represented or under-served Chileans through areas like entrepreneurship, English language learning, and other economic empowerment strategies. Third, applicants may propose efforts that enhance bilateral cooperation in science, engineering, technology, and advanced education, such as academic or institutional collaboration, educational exchanges, joint U.S.-Chile initiatives, or public-private partnerships in advanced fields; however, the notice is explicit that grant funds cannot be used to pay for specific scientific, technology, engineering, or health-care research projects, even if those projects are collaborative. Fourth, the embassy welcomes programs that cultivate shared values related to security, democracy, democratic institutions, human rights, and rule of law, including initiatives that support civil liberties and strengthen democratic governance.
Funding is expected to support up to around 8 to 10 awards, depending on available funds and approved budgets. Individual awards typically range from USD 40,000 to USD 100,000, with limited exceptions. The funding instrument may be a grant, cooperative agreement, or fixed amount award, under the Smith-Mundt Act authority. Proposed projects are generally expected to be completed by December 31, 2026 (with limited exceptions), and start dates are flexible, potentially as soon as about three weeks after proposal approval. Like many federal opportunities, awards come with compliance obligations under U.S. government requirements, including 2 CFR Part 200 (Uniform Guidance) and U.S. Department of State standard terms and conditions.
Eligibility is limited to non-commercial applicants. The embassy will consider applications from U.S. and Chilean registered not-for-profit organizations (including think tanks and civil society/NGOs with relevant programming experience), individuals, and non-profit or governmental educational institutions. For-profit or commercial entities are not eligible. Cost sharing is not required, but voluntary cost share or in-kind support is encouraged. A key rule is that each organization may submit only one proposal under this specific opportunity; if an organization submits multiple proposals, all of them can be ruled ineligible. Organizations ultimately need a Unique Entity Identifier (UEI) and an active SAM.gov registration to receive an award, though those registrations are not required at the initial Statement of Interest stage, and individuals do not need a UEI or SAM registration.
The application process is structured as a two-step competition, beginning with a required Statement of Interest (SOI). The SOI is submitted in English via an online form and must follow the character limits and content requirements listed in the announcement. It asks for basic organizational and contact details (including UEI if available), the project name, proposed budget in USD, timeframe, a concise project summary and problem/solution statement, intended audience and location, promotion/outreach plans, goals and objectives, expected outputs and outcomes, a brief organizational background, and an estimated budget broken down by category. The SOI deadline is May 15, 2025 (with limited exceptions), and the embassy expects to respond within about 20 business days after the deadline. SOIs are reviewed by a PDS committee for both alignment and feasibility, and the committee may recommend changes or impose conditions that must be addressed if the applicant is invited to the next step.
SOIs are scored using a point-based rubric emphasizing alignment with embassy priorities (30 points), clarity of objectives and expected outcomes (20), target audience (10), budget and timeline (20), overall viability and executability (10), and compliance with required information and documents (10). Applicants whose SOIs are selected will be invited to submit a full proposal, usually due within one month of the invitation. The full proposal stage requires completing the embassy's full proposal form (link provided to invitees) and uploading mandatory federal forms and supporting documents, including SF-424, SF-424A, a detailed budget justification narrative, a monitoring and evaluation (M and E) plan describing activities, expected results, and how outcomes will be measured, and proof of active SAM registration for organizations (such as an email or screenshot). The embassy notes it is best to download and complete forms before starting the submission process.
Full proposals are evaluated on program design and impact (clear goals/objectives and an approach that maximizes impact and inclusivity) at 25 points, quality and feasibility (realistic implementation details, timeline, and success measures) at 20 points, strength of the monitoring and evaluation plan at 15 points, budget detail and reasonableness (including narrative justification and realistic cost estimates) at 20 points, and sustainability at 20 points, meaning the applicant should explain how benefits will continue beyond the grant period.
